Enrol nine D1 where-clause floor interrupts as censored cost-debt

D1 landed green by about 3ms of headroom. The D1+G parse/normalize family sits on the 500ms budget; which members interrupt depends on host load.

This PR enrols those 13 at identity grain on floor_cost_debt_censored_chunk_03 (review 63556: not the two in-budget parse greens). Declared drop: gunbc.rung_drop floor_cost_debt_censored_d1_g_parse_family. Restoration trigger: fill-netted small-module tokenize/parse/normalize so every identity in this population reaches a verdict under 500ms on ordinary floors.

Receipt-neutral except the drop row. Lands first, ahead of #10988. #10967 stays frozen at 49dff28.

1. The two under-ceiling passers (expression_bodied_fn_decl_parses_holds 457ms, expression_bodied_literal_fn_decl_parses_holds 484ms) are off the censored chunk. CENSORED asserts they did not finish inside the ceiling; both artifacts show they did.

2. The [450, 550] band is gone. Enrolment is only the 13 identities the floors of record actually interrupted (jobs 103143369933 and 103152454288).

3. Declared drop gunbc.rung_drop floor_cost_debt_censored_d1_g_parse_family: previous mechanically preventable, temporary outside the modeled guarantee, population the same 13, trigger the fill-netted small-module parse/normalize capability (same grain as floor_cost_claim_qualification_unavailable for this work shape), not a single-fixture remasure.

Main's own floor at ec1571e (post-#11032, run 34571176215, floor job 103176222405) is FloorClean: interrupted_before_verdict=0, completed_over_cost_requirement=0. The D1/G parse family this PR would censor now runs at 304-394 ms cpu against the 500 ms deadline (e.g. where_refinement_range_clause_parses_holds 363 ms, where_refinement_clause_interior_is_not_retained_holds 392 ms). #11032's root fix (grammar digest once per prepare_grammar + warm-shared parse fixtures) cleared the class with >=100 ms margin; #11015 files it.

This PR is therefore not needed. Closing without merge. The rung_drop row floor_cost_debt_censored_d1_g_parse_family never lands; the 13-identity chunk is not authored on main. Branch d1-floor-cost-hotfix is kept.
