FLOOR-COST-500MS — the near-line population is two closures paying one constant, and the repair is to stop paying it 26 times

The required floor's 500ms per-claim CPU line has been refusing pull requests that did not cause the
cost. This lane's brief was to reduce the cost or reground the line. It reduces the cost, and the
reason regrounding was rejected is a measurement rather than a preference.

Four separable claims

A reviewer should be able to reject any one of these without rejecting the others. Each has its own
evidence.

# Claim Stands on
1 Call-site consolidation — current_compile_phase_frontier_standing gives the persisted-series standing one home instead of five re-spellings DESIGN §3, independent of any cost result
2 Parameter narrowing — live_tree_frontier_verdict takes the standing, not the series Correctness: the persisted and perturbed subjects were one character apart; also §2
3 Roster enrolment — SPLIT OUT at ebb8900, does not land here see below
4 The hoist — WITHDRAWN at merge 3cbbc91, superseded on main see below

Claim 3 is split out, not abandoned. Its admission criterion is measured serve below measured recompute, and #10133 made that recompute cheaper — so the present-vs-absent receipt below is a correct measurement of a subject that has since moved, and the margin it shows is an upper bound on the margin that exists. The serve side being nullary makes it unlikely to have crossed, and that inference is precisely what this roster refuses: #10094 withdrew three rows enrolled on exactly that reasoning. It returns in its own PR with a present-vs-absent measured on a post-#10133 tree, or it does not return at all. Ruling by bright-ram-778. floor_pure_producer_share.dag is byte-identical to main here.

Claim 4 is withdrawn, not merged. main landed a strictly stronger repair of the same defect in the same fold: an identity-keyed membership index that removes the comparison product my hoist left quadratic, plus a disposition pre-filter resting on a fact about this substrate I did not have — && evaluates both operands, so the cheap identity guard conjoined ahead of the cause derivation was narrowing the result without guarding the evaluation. This merge takes main's whole region, which also reverts my narrowing of newly_exposed_identity_admitted, since that narrowing existed to let the caller bind a flatten that no longer happens. Keeping mine beside it would be a second authority over one fact; keeping mine instead of it would be the weaker of the two.

One consequence, stated rather than left implicit: the ~448ms payer's residual cost is now a question about main's tree, and any before/after I could offer for the hoist is void — its before was measured on a fold that no longer exists.

Claims 2 and 4 are the same defect twice in one module: a parameter a body only funnels into a
producer puts the shared value one level inside the parameter, where nothing can hoist or share it.
Narrowing — rather than adding the flattened list beside the board — is the resolution both times,
because passing both would put two representations of one fact in one signature. Two instances in one
module is a class, not an anecdote.

The population, measured

Instrument: the floor's own artifacts, required-floor-claim-cost / required_floor_claim_cost.tsv
and required-floor-cross-claim-demand / required_floor_cross_claim_demand.tsv. Two main runs, both
attempt 1, both green: run 33664853305 (head 22e3d70963, 3498 executed rows) and run
33664768371 (head dbd57f2af3, 3505 rows), cost_basis=cpu.

Subject of each row: one execution attempt of one claim, not the claim as an isolated subject.
gunbc.rung_drop floor_cost_claim_qualification_unavailable already rules that distinction and every
figure here is read under it. The cross-claim cost columns are inclusive of callees and do not sum —
that artifact's own summary line says so, and nothing here sums them.

The corpus is not near the line. p50 is 2ms; about 1400 rows measure 0ms. Rows at or above a
threshold, run A / run B:

≥100 ≥200 ≥280 ≥300 ≥350 ≥400
297 / 307 135 / 171 58 / 85 45 / 65 28 / 34 8 / 12

The ~100 rows that are near the line are not scattered. Modules with rows ≥280, union over both
runs: self_host_compile_phase_live_gate_witness 26, compiler_frontend_program_status_witness
16, then rust_binop_emit and emit_host_meet_join_equals_eval 8 each, four more emit modules at
6, self_host_compile_phase_frontier_witness 4.

The finding: the per-claim CPU figure carries almost no claim-specific signal here

Join by identity across the two runs and compare within-module spread against between-run module
shift
:

module rows A B within-run spread module shift B/A
v2.test.emit.rust_binop_emit 4 293–295 328–337 1.007 / 1.027 1.134
compiler_frontend_program_status 8 356–374 395–421 1.051 / 1.066 1.109
v2.test.emit.rust_body_add_emit 4 267–291 308–339 1.090 / 1.101 1.158
self_host_compile_phase_live_gate 13 392–419 367–447 1.069 / 1.218 0.968

Four claims in one module, doing materially different assertion work, land within 0.7% of each other —
and then the whole module moves 13% between runs.
Over the 102 shared rows at or above 250ms the B/A
ratio runs min 0.90, p50 1.10, p90 1.16, max 1.36. A 447ms row against a 500ms line and a p90 shift of
1.16 crosses, and which member crosses is decided by ordering rather than by content — which is why
the victim wanders instead of repeating. This corroborates, on two fresh runs, the shape
gunbc.recurring_failure_mode recurrence_ledger_scoped_below_the_recurrence already filed from the
#10036 lane; it is not a rediscovery.

A third run confirms the range and lands on the other closure. Run 33666549047 (head
aa4476b8dae, gunbc#9975, unrelated content) refused the floor with failed=1 on the floor phase,
unexpected_failures=0, interrupted_cpu_deadline=1, on
test.claim.compiler_frontend_program_status_witness.a_live_milestone_row_agrees_with_its_own_folds
at 507ms. That module measured 356–374 and 395–421 on the two runs above, so 507 is ≈1.20× run B's
maximum — above the p90 shift of 1.16 and inside the max of 1.36 measured here. It is the environment
term reaching further than either sampled run rather than an outlier outside the model. It also
matters which closure it is: the incident that motivated this lane was in the
self_host_compile_phase family, and this crossing is in the other one. Both closures have now been
observed crossing, from two unrelated pull requests hours apart, and the producer enrolled below is
the root of both
— which is the argument that this repair is aimed at the root rather than at the
family that happened to appear in a flake report.

One further observation from that run, reported and qualified rather than claimed. That run's
interrupted_cpu_deadline=1 says exactly one row crossed and it was program_status — so live_gate
demonstrably did not cross in the same run, from the counter rather than from an absence of
mention. On this branch's tree program_status (382–409) rests about 35ms below live_gate
(418–445), so on this tree's ordering the environment term carried the lower closure over while the
higher stayed under, and the crossing order is not monotone in resting level. The crossing is
observed; the level ordering is measured here and assumed of #9975's tree
, which carries unrelated
content. That assumption is stated rather than tested, and the thing that would quietly falsify it is
the two closures having swapped levels there for an unrelated reason.

This half is reported, not acted on. That the floor's cost line measures something other than what
its name says belongs to the owner of floor_cost_claim_qualification_unavailable, not to this lane.
No row is enrolled for it, nothing is written to that ledger, and no wider census was run.

Why the line was not regrounded

v2.workflow.required_floor required_floor_claim_cpu_safety_limit_ms is 500 by operator ruling,
standing since #8283 and restored 2026-08-27, and that file's own comment block already convicts both
displacements: 500 → 1552 was measured off the same current tree — the oracle DESIGN §5 forbids by
name — and 1552 → 5000 rode in as a passenger on a ruling about the CPU/wall split, which the comment
itself calls the authority-substitution failure mode. Neither raise named a restoration trigger.

So 500 is the well-grounded number in this picture. The oracle problem is not the line; it is the
quantity measured against it. Regrounding would move a correct literal to accommodate a wrong charge —
and would leave a 26-row closure paying the same constant 26 times.

Where the constant comes from, and what is enrolled

The cross-claim demand census on run 33664768371 (claim_cpu_total_ms=112318) ranks, for exactly the
two crossing families:

producer claims evals ms (inclusive) site
compile_phase_frontier_standing 22 36 6508 gunbc.self_host_compile_phase_frontier
phase_board_series_ratchet 23 23 6791 called by the above
apply_regression_transition 23 23 6749 called under the ratchet
latest_receipt 13 13 4998 live-gate witness module
milestone_status 8 20 3078 gunbc.compiler_frontend_program_status

This is a §2 demand-graph defect, not a caching opportunity, and the distinction decides the
repair.
One pure producer whose value is identical across claims, re-derived once per claim because
the per-claim frame is the only scope anything shares. §2 is explicit that a repeated computation is
first evidence that the same semantic fact is being demanded again — and these demands have a
shared-state least common ancestor at the run, not at the claim. Carrying the value to that
ancestor is the §2 move; memoizing it per claim would have made the redundant work cheap and
suppressed the signal that ranks it for removal. milestone_status calls the same standing, which is
why one producer is the root of both crossing families.

The second fix is the same defect read from the other side, and it is a §5 shape. The correct
spelling — "the standing of the persisted series" — existed and was unreachable from a caller of
live_tree_frontier_verdict, because the shared value sat one level inside a parameter. Authors could
not express what they meant, so they expressed something wider and paid for it. Both halves of this
PR are the same disease: the right thing was not sayable.

Only the outermost producer of the nest is enrolled, and the two fat rows underneath it are
deliberately absent rather than overlooked.
The census's cost columns are inclusive of callees, so
enrolling the nest would be three roster rows claiming one saving three times.

Why it is a WARM row, which is the whole reason this candidate is enrollable. The census ranked the
general function, whose List<CompilePhaseFrontierReceipt> argument a serve would have to reify and
structurally verify in every consuming frame — precisely the shape floor_pure_producer_share's header
records losing, where two rows were removed because the serve cost more than the recompute (and
#9721 records the same outcome elsewhere). The repair was not to enrol that shape and hope. There is
exactly one persisted series, and its standing was being re-spelled at five call sites; consolidating
that into the nullary current_compile_phase_frontier_standing is a DESIGN §3 single-authority
repair whose consequence is an empty argument row — nothing to reify, nothing to verify, and
preparation-forceable so the fill lands outside the fold.

The absent arm, measured on this branch

Run 33669782300 attempt 1 (head 0205a4dae6, required-witnesses-floor success,
required_floor_claim_cost.tsv, 3499 executed rows, cost_basis=cpu). Corpus p50 2ms; 18 rows at or
above 400ms and none at or above 450.

closure rows ms
self_host_compile_phase_live_gate_witness 13 418–445
compiler_frontend_program_status_witness 8 382–409
self_host_compile_phase_frontier_witness 3 415–427

Said plainly rather than left to inference: the consolidation ALONE buys almost no headroom. 445
against the 500ms ceiling is 89% of budget, which is where the family already sat on main. Collapsing
five spellings into one accessor removes a §3 defect and makes the producer shareable; it does not
by itself stop the closure being re-derived per claim, because each claim still evaluates the accessor
once in its own frame. The headroom is what the roster row is for, and that is exactly why it is
measured rather than assumed.

Taking this baseline on this branch's own tree rather than on main is deliberate: the present arm
then differs by one roster line, so the comparison controls for the tree instead of for main.

The serve measurement, and what it found

Two floor runs of this branch differing in exactly one roster line — absent arm run 33669782300
attempt 1 (head 0205a4da), present arm run 33672356296 attempt 1 (head a71dfb36), both
required_floor_claim_cost.tsv, joined by identity:

absent → present
compiler_frontend_program_status_witness (8 rows) 382–409ms → 50–63ms
self_host_compile_phase_live_gate_witness (7 of 13) 418–445ms → 0–81ms
corpus rows ≥400ms 18 → 10
the warm fill itself disposition=Stored, 501ms, billed to preparation

The sharing half is measured too, by a second instrument on a second branch — and it is not this
lane's number.
This roster admits a row on measured recompute and measured sharing; a
non-sharing producer is cache population rather than a saving, which is the ground
formal_production_for_lhs_exact was removed on. The figures above are a cost drop; the sharing
itself was observed by session stern-wren-690 on #10068's branch, using the required
floor's [floor-shared-fill] ledger, green run 33649705841:

fill_ms=362 inclusive_ms=362 consumer_claims=22 consumer_modules=3 disposition=shared

beside four fill_ms=0 disposition=exclusive fills for the perturbed-series arguments, which
correctly populate nothing. One fill served 22 consumer claims across 3 modules.

That observation is independent of this PR's census in every respect that could have made it
circular
: different branch, different instrument, and a different key shape — that lane enrolled
the general declaration claim-forced on the reified receipt series, where this row is nullary. Two
instruments sharing no accounting and agreeing on 22 consumer claims across 3 modules is what rules
out the reading that the sharing is an artifact of one census's bookkeeping. It is carried here with
its origin rather than folded into this lane's figures, because a corroboration whose provenance is
dropped becomes indistinguishable from a second derivation by the same author — which would make two
observations read as one.

The control, which is what makes that a serve measurement rather than a hot-and-cold pair of
runs.
72 rows ≥250ms outside the three consuming modules — rows this roster line cannot serve —
moved present/absent by p50 1.04, p90 1.09, max 1.17. The present run was simply hotter. Rows inside
the consuming modules that did not improve moved 1.09–1.17, inside that same band: they moved
with the corpus, not against the cache. So the serve is far below the recompute, and the row earns
its place by the roster's own criterion.

The present arm also went red, and the red is the more useful half

Three live_gate rows crossed at 501–504ms — and they are exactly the rows the share never reached.
gunbc.self_host_compile_phase_live_gate live_tree_frontier_verdict took a series and
re-derived the standing itself, so a caller meaning the persisted series could not reach the warm
entry however the roster was spelled. No roster edit could have fixed them.

The parameter was wider than the body. Every use of series in that fold was one call to
compile_phase_frontier_standing; nothing else in it ever looked at a receipt list. A parameter a
body only passes through to a producer puts the shared value one level inside the parameter, where
nothing can serve it — and that is invisible to a demand census, which correctly ranks the producer
and cannot say that its callers made it unreachable. The fold now takes the standing.

It also closes a correctness hazard that was not what I went looking for: under the old signature
series: self_host_compile_phase_frontier_receipts and the same with |> skip(n: 1) are one
character apart and mean entirely different subjects. The persisted and perturbed cases are now
different spellings, and every perturbation witness still folds its own series and still refuses.

The commits are the measurement

floor_pure_producer_share binds every enrolment to a present-vs-absent measurement, and measured
recompute is necessary but not sufficient. So this branch landed the rewire first and the roster
row second, giving the two runs above; the third commit is the repair the second run's red exposed,
and the fourth replaces the word expected in the roster row with the receipt. That sequencing is
also the answer to review 58865, which correctly objected that an empty argument row establishes
cheap keying and establishes nothing about the cost of reifying and serving the value.

The result, and the residue — which is not zero

Final floor run 33679314202 attempt 1 (required-witnesses-floor success, 3499 rows), after a
further commit taking the last self-folding row off the line. The two populations kept apart, because they
have different causes:

Population 1 — rows the share reaches. The enrolment's effect and nothing else's:
compiler_frontend_program_status_witness 8 rows 382–409ms → 54–67ms; the live_gate rows that
read the accessor, 7 rows 418–434ms → 0–82ms.

Population 2 — the three rows that crossed, plus three siblings on the same path. These were
unreachable by any roster spelling, so this is the parameter narrowing and not the cache:
445/431/441 → INTERRUPTED → 71/47/70, and 440/438/424 → 71/71/49.

Corpus on the final run: rows ≥500ms 0, ≥450 1, ≥400 5, max 467ms — against 18 rows
≥400 on the absent arm. The control holds across every pairing — 72 rows ≥250ms outside the three
modules moved final/absent p50 1.02, p90 1.12, max 1.58 — so the collapse is not a cold run, and that
1.58 tail — an unrelated row moving 279 → 441 in the same pairing — is also why the surviving payer
read 467 here against 448 on the previous run. A control that only ever moves a little would prove
less than one that occasionally moves a lot and takes the corpus with it.

current_persisted_compile_phase_frontier_holds, the 461ms row, is gone from the near-line population
entirely.

THE RESIDUE, AND IT IS MEASURED ON THE ROW ITSELF RATHER THAN INFERRED FROM THE CORPUS. One row
still pays a full derivation on purpose:
the_persisted_standing_accessor_agrees_with_the_general_fold_on_the_named_series. It measured
448ms on run 33675891779 and 467ms on run 33679314202 — the same row, two runs, nearly the
same tree, 19ms apart. So the ambient term is not something this PR asks you to take from a
corpus-wide p90: it is visible on the exact row whose future crossing is in question. That row moved
4% between two runs taken here, and it needs 7% to cross.

At 467ms it is the single highest claim in a 3499-row corpus whose p50 is 2ms — 93% of the 500ms
ceiling, the same fraction this lane started from.
Being the highest row is therefore residue, not
an achievement, and "zero rows at the ceiling" describes the runs measured here rather than the
terminal state. That row will cross on an ordinary hot run. Reporting the first without the second
would set up exactly the surprise this paragraph exists to prevent.

THE FORECAST WAS THEN CONFIRMED, WHICH IS STRONGER EVIDENCE THAN THE 448/467 PAIR. On head
62989fde67 — a head differing from a green one by a comment block in a .dag file — run
33683717936 went FAILED PHASE floor with failed=0, interrupted_cpu_deadline=1, and the single
interrupted row was the_persisted_standing_accessor_agrees_with_the_general_fold_on_the_named_series:
the row named in this section before it happened, on a diff that cannot have caused it. The 4%
spread was measured; this was forecast.

It was not rerolled. gunbc.rung_drop floor_cost_claim_qualification_unavailable admits a
bounded reroll for exactly that signature — and that admission is for lanes refused by someone
else's
marginal row. This row is this branch's own, its crossing was predicted, and rerolling it
until it greened would be the absorbing arm under the name of the lane funded to remove it. The cost
was removed instead (claim 4).

It is fixable, and not by weakening the check. The payer costs what the fold costs — ~20ms per
receipt to compare identity lists, which is not a plausible price. In
gunbc.self_host_compile_phase_frontier apply_regression_transition, board_all_identities is a
flat_map over every board row and is called inside newly_exposed_identity_admitted, which runs
once per added identity through added |> filter(...); identity_is_hop_relocation runs per-element
there and again inside the all(ids, …) arm. A pure value constant across the whole call, re-derived
once per element, twice over — the copied-accumulator shape DESIGN §6 says is always fixed
regardless of realized n. That hoist is the immediate follow-up, and this row is named here as the known-remaining payer
precisely so a future green run is not read as closure
: it is expected to stay marginal until the
hoist lands. It is a cost shape read from the
source and a per-claim total from the census; that hoisting is what moves the number is not yet
measured, and is not claimed here.

A near-free alternative was considered and rejected: asserting only that the standing's latest
receipt equals the named series' last element. Justifying it requires reasoning about the fold's
prefix-digest chaining to argue a middle-of-series difference could not survive — a subtle argument
built under time pressure to buy milliseconds, which is how a check quietly stops discriminating. The
full equality stays.

One hazard found while checking this, recorded here because its fix comes later

Asked whether the 501ms warm fill was removed or merely moved, I checked rather than asserted,
and the answer is three facts.

It is removed, and outside the per-claim boundary by construction rather than by counter.
required_floor_runner run_claim_measured arms arm_eval_deadline / arm_wall_deadline
immediately before run_claim and clears them immediately after; the warm phase runs in
install_pure_producer_share, a different function in preparation, never inside a
run_claim_measured call. The deadline is not merely unwatched during the fill — it is not
installed there.

The 501-against-500 is not a coincidence and not a boundary the problem was handed to. It is the
same quantity measured once: deriving that standing costs ~420–500ms wherever it runs, which is
exactly why 22 claims each carrying it sat at 89% of a 500ms line. A fill costing materially
different would have been the number worth worrying about.

But the warm rows are adjudicated by nothing at preparation grain, and that is a real gap.
Preparation does carry bounds — required_floor_preparation_cpu_safety_limit (1,080,000ms),
required_floor_preparation_wall_safety_limit (2,160,000ms), and an RSS-growth axis, any one
crossing stopping the line before a claim runs. The adjudication loop iterates shared_build_warms,
which holds only the five index and census builds; install_pure_producer_share runs before that
vector is constructed, so each warm row prints its [floor-phase] line and is then checked by
nothing. A roster row's warm cost is bounded at preparation grain by nothing at all.

This PR lands anyway, on two grounds stated rather than assumed. Proportionality: 501ms against
1,080,000ms is 0.046% of the limit the other preparation phases are held to, so this row does not
move whether that limit is approached. And what is missing is a cost bound, not a correctness
one
— a warm row that fails to evaluate or refuses to store stops the line with a typed
PureProducerShareWarmFailed / PureProducerShareWarmNotStored refusal, by explicit design,
precisely so a silently-declined warm cannot relocate its fill onto the first toucher.

The hazard is therefore to the roster's growth, not to its present four rows: the roster can gain
a row whose warm cost is unbounded and nothing would refuse. Closing it needs
SharedBuildObservation's cpu and rss axes, because the warm path measures only wall today — a real
change, not a one-liner, and it lands in its own PR after this one. The question that follow-up must
answer rather than assume: since the gap exists because install_pure_producer_share runs before
the adjudicated vector is built, the repair is probably not a second bound bolted beside it but
whether that install belongs inside the adjudicated set — "add a second bound" and "join the
existing one" are different repairs, and only one of them avoids a third authority for the same fact.

What this does not do

It does not retire floor_cost_claim_qualification_unavailable. A per-closure constant is identical
on two runs of one tree by construction, so removing it removes the level; the environment term
stays, and the per-claim line remains an attempt-safety boundary rather than a claim-cost verdict. What
this buys is headroom — the family stops sitting at 91% of budget. That is not a rung claim.

Discriminating red

The consolidation has one failure mode and it is silent: an accessor bound to a different series keeps
compiling and keeps answering about the wrong subject, and no consumer notices because they all read the
accessor and would agree with each other about the wrong thing.
the_persisted_standing_accessor_agrees_with_the_general_fold_on_the_named_series is the only executing
place the two spellings are compared — rebind the accessor to the skip(n: 1) perturbation the sibling
live-gate witnesses already use and it reds while nothing else does.

One coordination note

Resolved: #10068 is being closed in favour of this PR by its own lane, on the parameter change
rather than on two agreeing reports — they read the diff. #10068 enrolled the same producer (compile_phase_frontier_standing, claim-forced at the
general declaration); #10094 has withdrawn its copy. Flagged on that PR rather than resolved here:
the two are one repair from two directions, the merge order changes what each is worth, and whichever
lands second should withdraw the row rather than both landing. If #10068 is closer to landing, this
PR drops its roster line and keeps the call-site consolidation, which stands on its own as a §3
repair.

And a condition on this PR's own evidence, stated rather than left for a reader to catch. The
present-vs-absent measurement above was taken with no other enrolment reaching these consumers. If
#10068 lands first, the warm row here sits beside a claim-forced row serving the same consumer set,
and the measurement that must be re-derived is this PR's, not theirs. That is not a hypothetical:
#10094's lane measured rust_target_model_staging clean while a wider row was enrolled, and when
the wider row was withdrawn the narrower one inherited its consumer set and its regression. The
general form, which also bounds the 72-row control: no control over "rows the change cannot reach"
is portable across trees with different enrolled sets, because which rows those are is a property of
the roster.

…bsent arm of the measurement that decides whether it may be shared

FLOOR-COST-500MS, first of two commits on this branch, and the split is the
measurement rather than tidiness. This commit carries the REWIRE ONLY. The
roster row that shares it lands in the next commit, so this branch's own floor
run is the ABSENT arm of the present-vs-absent A/B that
v2.workflow.floor_pure_producer_share requires before any row is enrolled --
two runs differing in exactly one roster line, on otherwise identical trees.

WHAT IS CONSOLIDATED. gunbc.self_host_compile_phase_frontier
compile_phase_frontier_standing judges ANY series of receipts, and its own
witnesses exercise it against perturbed ones. But there is exactly one
PERSISTED series in this repository, and "the standing of that series" was
being re-spelled at five call sites across four modules. That is one fact with
five homes, which DESIGN section 3 puts in one place; the nullary
current_compile_phase_frontier_standing is that place. The general function is
untouched and every consumer that judges a hypothetical series still calls it
directly -- that distinction is why both spellings stay.

THE DISCRIMINATING RED IS ENROLLED, because the consolidation has exactly one
failure mode and it is silent. An accessor bound to a DIFFERENT series -- a
truncated one, a fixture one, a second declaration added later -- keeps
compiling and keeps answering, about the wrong subject, and no existing claim
in either consuming closure notices, because they all read the accessor and
would agree with each other about the wrong thing.

is the only executing place the two spellings are compared; rebind the accessor
to the skip(n: 1) perturbation the sibling live-gate witnesses already use and
it reds while nothing else does.

WHY NOW, and this half is a consequence rather than the reason. The required
floor builds a fresh evaluation frame per claim, so this standing was
re-derived from scratch in every claim that reads it. Measured on main run
33664768371 attempt 1, required_floor_cross_claim_demand.tsv: 22 claims, 36
evaluations, 6508ms inclusive-of-callees, with phase_board_series_ratchet
(23/23) and apply_regression_transition (23/23) nested underneath. Being
NULLARY, the consolidated accessor is preparation-forceable and carries an
EMPTY argument row -- which is what makes it a candidate for the share tier at
all, since the general function's List<CompilePhaseFrontierReceipt> argument
would have to be reified and structurally verified in every consuming frame,
the shape that roster's header records LOSING. Re-derive with the instruments
named there, never from these sentences.

…e row, against this branch's own absent measurement

FLOOR-COST-500MS, second of two commits. The parent commit rewired five call
sites into one nullary accessor and changed no roster; its floor run is the
ABSENT arm. This commit adds exactly one roster line, so the two runs differ in
one line on otherwise identical trees and the present-vs-absent comparison
v2.workflow.floor_pure_producer_share requires is a property of this branch
rather than a promise in a message.

THE ABSENT ARM, measured on run 33669782300 attempt 1 (this branch at
0205a4d, required-witnesses-floor SUCCESS, required_floor_claim_cost.tsv,
3499 executed rows, cost_basis=cpu). Corpus p50 2ms; 18 rows at or above 400ms
and none at or above 450. The two closures that consume this standing:
test.claim.self_host_compile_phase_live_gate_witness 13 rows at 418-445 and
test.claim.compiler_frontend_program_status_witness 8 rows at 382-409, against
the 500ms per-claim CPU ceiling. 445 is 89% of budget, which is the state this
lane exists to end.

WHY THIS ROW IS ENROLLABLE WHERE THE CENSUS'S CANDIDATE WAS NOT. The census
ranked the GENERAL fold, whose List<CompilePhaseFrontierReceipt> argument a
serve must reify and structurally verify in every consuming frame -- the shape
this roster's own header records LOSING, where the serve cost more than the
recompute and two rows were removed. The parent commit's consolidation is what
changes that: the accessor is NULLARY, so its argument row is EMPTY. There is
nothing to reify and nothing to verify per serve, and being
preparation-forceable the fill lands outside the fold. The losing shape is
absent rather than gambled on.

ONLY THE OUTERMOST PRODUCER OF THE NEST IS ENROLLED, and the two fatter rows
underneath it are deliberately absent rather than overlooked:
phase_board_series_ratchet (23 claims / 23 evals) and
apply_regression_transition (23 / 23) are CALLEES of this standing, the
census's cost columns are inclusive of callees, and its own summary line says
they do not sum. Three roster rows would claim one saving three times.

THIS ROW IS THE FIRST ENROLLED FROM A CANDIDATE THE CENSUS PRODUCED rather
than from an incident on somebody else's pull request.
gunbc.recurring_failure_mode recurrence_ledger_scoped_below_the_recurrence
names that discovery path as the class: a roster whose rows each trace back to
a budget refusal landing on a passing lane is a roster whose discovery
instrument is blind.

WHAT IT DOES NOT DO. It does not retire gunbc.rung_drop
floor_cost_claim_qualification_unavailable. A per-closure constant is identical
on two runs of one tree by construction, so removing it removes the LEVEL; the
environment term stays and the per-claim line remains an attempt-safety
boundary rather than a claim-cost verdict. This buys headroom, which is not a
rung claim.

…sent arm exposed, and the measurement that found it

FLOOR-COST-500MS, third commit. The present arm measured the enrolment a large
win AND left three rows crossing, and this commit is the repair for the second
half. Both halves come from the same run and neither is inferred.

WHAT THE PRESENT ARM MEASURED (run 33672356296 attempt 1, head a71dfb3,
required_floor_claim_cost.tsv, joined by identity against run 33669782300's
absent arm on the same branch). The serve is far below the recompute wherever
it applies:

  test.claim.compiler_frontend_program_status_witness   382-409ms -> 50-63ms
  test.claim.self_host_compile_phase_live_gate_witness  7 of 13 rows 418-445 -> 0-81
  corpus rows at or above 400ms                         18 -> 10
warm fill disposition=Stored, 501ms, billed to preparation

THE ROWS THAT DID NOT IMPROVE ARE THE SUBJECT OF THIS COMMIT, and they are
exactly the rows that never reached the shared value:
live_tree_frontier_verdict took a SERIES and re-derived
compile_phase_frontier_standing itself at every call, so a caller that meant
the persisted series could not reach the warm entry no matter what the roster
said.

THE PARAMETER WAS WIDER THAN THE BODY. Every use of `series` in that fold was
one call to compile_phase_frontier_standing; nothing else in it ever looked at
a receipt list. A parameter a body merely passes through to a producer is a
declared dependency on the wrong thing, and the width was not free -- it put
the shared value one level INSIDE the parameter, where nothing can serve it.
Taking the standing makes the declared dependency equal the consumed one.

IT ALSO MAKES THE TWO SUBJECTS UNCONFUSABLE AT THE CALL SITE, which is a
correctness gain rather than a cost one. Under the old signature
`series: self_host_compile_phase_frontier_receipts` and
`series: self_host_compile_phase_frontier_receipts |> skip(n: 1)` are one
character apart and mean entirely different subjects. Now a caller judging the
live tree against THE persisted frontier passes
current_compile_phase_frontier_standing(), and a caller judging a PERTURBED
series passes compile_phase_frontier_standing(series: <perturbed>) and gets a
genuine re-derivation. Every perturbation witness keeps its discriminating
power: the empty-series and dropped-genesis probes still fold their own series
and still refuse.

WHY THE ROWS THAT ROSE ARE NOT A SERVE REGRESSION, measured rather than
asserted, because this is the reading the enrolment had to survive. 72 control
rows at or above 250ms OUTSIDE the three consuming modules -- rows the roster
row cannot serve -- moved present/absent by p50 1.04, p90 1.09, max 1.17. The
consuming-module rows that rose moved 1.09-1.17, inside that band. The whole
run was hotter; the rows that rose are rows the share does not reach, and they
moved with the corpus rather than against the cache.

…ted"

The row landed saying what enrolment was EXPECTED to buy, because the run that
measures it had not finished. It has: codex/gpt-5.6-sol's REQUEST_CHANGES on
gunbc#10108 (review 58865) is correct that an empty argument row establishes
cheap KEYING and establishes nothing about the cost of reifying and serving a
CompilePhaseFrontierStanding, and that this roster's own criterion demands the
present-vs-absent receipt before enrolment rather than after.

So the row now carries the two-run identity join, the control that separates a
serve measurement from a hot-and-cold pair of runs, and its own coverage
boundary. Nothing here is a new claim: the numbers are the artifacts of runs
33669782300 and 33672356296, both attempt 1, on this branch's own trees.

Addressed in 020ca87b and 7efe3a39 — the finding was right, and the measurement it asked for now exists.

The objection was correct as stated. The row landed saying what enrolment was expected to buy, and an empty argument row establishes cheap keying while establishing nothing about the cost of reifying and serving a CompilePhaseFrontierStanding. Those are two different claims and the row was making the second on the strength of the first. It was written that way because the run that measures it had not finished; that is an explanation, not a defence, and this roster's criterion is explicit that the receipt comes before enrolment.

The measurement. Two floor runs of this branch differing in exactly the one roster line, so the comparison controls for the tree rather than for main — absent arm run 33669782300 attempt 1 (head 0205a4da), present arm run 33672356296 attempt 1 (head a71dfb36), both required_floor_claim_cost.tsv, joined by identity:

absent → present
compiler_frontend_program_status_witness (8 rows) 382–409ms → 50–63ms
self_host_compile_phase_live_gate_witness (7 of 13) 418–445ms → 0–81ms
corpus rows ≥400ms 18 → 10
the warm fill itself disposition=Stored, 501ms, billed to preparation

The control, which is what makes that a serve measurement rather than a hot-and-cold pair of runs. 72 rows ≥250ms outside the three consuming modules — rows this roster line cannot serve — moved present/absent by p50 1.04, p90 1.09, max 1.17. The present run was simply hotter. Rows inside the consuming modules that did not improve moved 1.09–1.17, inside that same band: they moved with the corpus, not against the cache.

The run also failed, and that exposed a real gap this review's discipline is what found. Three live_gate rows crossed the 500ms line. They were rows the share never reached: live_tree_frontier_verdict took a series and re-derived the standing itself, so a caller meaning the persisted series could not reach the warm entry however the roster was spelled. 7efe3a39 makes that fold take the standing — which is all its body ever consumed; every use of series was one call to compile_phase_frontier_standing. That also makes the two subjects unconfusable at the call site, where series: …_receipts and series: …_receipts |> skip(n: 1) were one character apart and meant entirely different things. Every perturbation witness still folds its own series and still refuses.

Re-derive by joining the two artifacts on identity rather than from the figures above. A fresh floor run on the current head is in flight.

…d leave exactly one payer in the corpus

FLOOR-COST-500MS, fifth commit, and it removes the corpus's single highest
claim. After the enrolment and the parameter narrowing, floor run 33675891779
attempt 1 (head 020ca87, required-witnesses-floor SUCCESS) puts ZERO rows at
or above 500ms and ONE at or above 450: this one, at 461ms -- 92% of the
ceiling, in a 3499-row corpus whose p50 is 2ms. Leaving it would hand the next
lane a smaller copy of the problem this one was chartered to remove.

IT WAS ASKING THE INNER PRODUCER. phase_board_series_ratchet(series: <the
persisted series>) re-derives the whole fold in this claim's own frame, while
the value the fold produces is exactly what the share tier now holds warm one
level up. Asking current_compile_phase_frontier_standing() reads that value.

THE ASSERTION GETS STRICTLY STRONGER RATHER THAN WEAKER, which is worth
checking rather than assuming: CompilePhaseFrontierValidated is
PhaseBoardSeriesHeld AND a latest receipt existing. A held series with no
latest, which the old spelling accepted, now refuses -- the fail-closed
direction.

WHAT IT COSTS, DECLARED. This row now trusts the served standing instead of
re-deriving it, so a store serving a WRONG value would take it green. That is
not uncovered: the_persisted_standing_accessor_agrees_with_the_general_fold_
on_the_named_series deliberately keeps paying the full recompute so exactly ONE
claim in the corpus compares the served value against a freshly folded one. One
payer, one cross-check, every other consumer reading the shared value -- the
structure the share tier exists to create, and sound only while that witness
stays enrolled, which is why its enrolment is now load-bearing rather than
incidental.

…guards authoring — two hazards this lane conflated

WITHDRAWN, NOT REWORDED. The previous commit's comment said
current_persisted_compile_phase_frontier_holds is safe to read the served
standing BECAUSE the_persisted_standing_accessor_agrees_with_the_general_fold_
on_the_named_series acts as the corpus's cache cross-check -- "one payer, one
cross-check, N readers, sound only while that witness stays enrolled".

That is wrong in a way worth naming rather than quietly editing, because it
would have made v2.workflow.floor_pure_producer_share's correctness depend on
ONE TEST IN ONE MODULE, and any later lane deleting or weakening that test
would have been silently deleting a guarantee it had no reason to know it held.

THE SERVE IS THE TIER'S OWN GUARANTEE AND ALWAYS WAS. That roster keys every
entry on FN-NODE IDENTITY plus a content hash of the full argument row and
serves only after the stored row verifies structurally equal in portable form,
a hash collision degrading to recompute rather than to a wrong value. For a
NULLARY producer the argument row is empty, so a wrong serve would require one
declaration's value returned under another declaration's node identity. That
invariant carries the tier's own evidence; re-asserting it in a witness would
be a second authority for it, which is the defect this whole branch exists to
remove.

TWO HAZARDS WERE CONFLATED. The witness's actual subject is AUTHORING --
whether the accessor names the series its name claims -- which is decidable
without the cache and says nothing about serving. Its removal is an ordinary
loss of a discriminating red, which is a real loss, and not a silent conversion
of a verified share into an unverified one.

Nothing executable changes. The overclaim was in prose, which is exactly the
kind of claim DESIGN 4b(1) calls rung inflation on the compiler's own
self-description, and it is retracted at the carrier that made it.

…that makes it cheap

THREE OPEN PULL REQUESTS WERE ENROLLING ONE FACT. #10068 and this one enrolled
`gunbc.self_host_compile_phase_frontier` `compile_phase_frontier_standing` at the
general declaration; #10108 repairs it at the root instead. Landing more than one is
two roster rows claiming one saving -- the failure #10108's own note names about
enrolling a nest -- so this lane withdraws.

IT IS NOT A COST ARGUMENT AND THE MEASUREMENT IS NOT RETRACTED. Enrolling the general
declaration claim-forced measured a large win here: 13 rows of
test.claim.self_host_compile_phase_live_gate_witness from 445-467 cpu-ms to about 73,
holding ~56% below control across three present runs. The argument against it is
STRUCTURAL and it is the one this file already made twice: the general declaration
takes the receipt series as an argument, so every consuming frame must reify and
structurally verify a List<CompilePhaseFrontierReceipt> before it may be served -- the
shape whose serve cost this header records LOSING to recompute. A win from that shape
is the outlier a nullary enrolment would not have to explain. #10108 removes the
argument rather than paying to verify it, consolidating the one persisted series into a
nullary standing that is preparation-forceable with an empty argument row, and it
reaches consumers this row could not -- compiler_frontend_program_status_witness, and a
fold that took the series and re-derived the standing itself.

The withdrawn row's reasoning stays in the carrier in its place, so the next reader
finds the cost figures already derived and the reason they do not license the row,
rather than re-deriving them and re-proposing it.

WHAT THIS PR NOW IS: the zero-walk cross-claim serve, with its allocation-identity RED,
and the carrier's record of what that capability does and does not buy -- four
candidates enrolled, measured, and every one withdrawn, three on measured cost and one
on single authority. The roster it leaves behind is byte-identical to main's.

Handing over an independent second observation of this producer, from gunbc#10068 which I am closing in favour of this PR.

I enrolled the same producer by a different route — a claim-forced row on the general compile_phase_frontier_standing, keyed on the reified receipt series — and measured it on my own branch with the required floor's [floor-shared-fill] ledger. Green run 33649705841:

fill_ms=362 inclusive_ms=362 consumer_claims=22 consumer_modules=3 disposition=shared

alongside four fill_ms=0 disposition=exclusive fills for the perturbed-series arguments.

Why it may be worth a line in your body: it corroborates the cross-claim sharing claim from a different branch, a different instrument, and a different key shape than your required_floor_cross_claim_demand.tsv census. Two independent observations agreeing on 22 consumer claims across 3 modules is a stronger basis for the roster row than either alone, and it rules out the reading that the sharing is an artifact of one census's accounting. Cite it or not as you judge — it is your row and your evidence discipline.

It also independently confirms your coverage argument, from the losing side. My row served the live-gate cells only through latest_receipt(); the live_tree_frontier_verdict calls in those same cells did not improve, because that fold re-derived the standing from a series parameter internally. That is your "7 of 13 rows", observed before I had seen your diff. Narrowing that parameter to the standing is the half no roster row can substitute for, which is why I am closing mine rather than asking you to hold yours.

This roster admits a row on measured recompute AND measured sharing -- a
non-sharing producer is cache population rather than a saving, which is the
ground formal_production_for_lhs_exact was REMOVED on. This row carried the
recompute and the cost drop and did NOT carry a direct observation of the
sharing, which is a gap in its own justification rather than a decoration.

gunbc#10068's lane closed their PR in favour of this one and handed over the
observation that fills it: the required floor's own `[floor-shared-fill]`
ledger, green run 33649705841, recording this producer at
`fill_ms=362 inclusive_ms=362 consumer_claims=22 consumer_modules=3
disposition=shared`, beside four `fill_ms=0 disposition=exclusive` fills for
the perturbed-series arguments that correctly populate nothing.

IT IS INDEPENDENT IN EVERY RESPECT THAT COULD HAVE MADE IT CIRCULAR: different
branch, different instrument, and a different KEY SHAPE -- that lane enrolled
the general declaration claim-forced on the reified receipt series, where this
row is nullary. Two instruments sharing no accounting and agreeing on 22
consumer claims across 3 modules is what rules out the reading that the sharing
is an artifact of one census's bookkeeping.

Recorded WITH ITS ORIGIN rather than absorbed into this lane's figures, because
a corroboration whose provenance is dropped is indistinguishable from a second
derivation by the same author -- which would make two observations read as one
and inflate exactly the confidence the corroboration was supposed to earn.

…body defect, second instance in one module

FLOOR-COST-500MS. The payer this branch declared as residue CROSSED on head
62989fd -- run 33683717936, failed=0, interrupted_cpu_deadline=1, the single
interrupted row being
the_persisted_standing_accessor_agrees_with_the_general_fold_on_the_named_series,
the row named in advance -- on a head differing from a green one by a COMMENT
BLOCK IN A .dag FILE. Predicted before it was observed, on a diff that cannot
have caused it. This commit removes the cost rather than rerolling the run.

NOT REROLLED, DELIBERATELY. gunbc.rung_drop
floor_cost_claim_qualification_unavailable admits a bounded reroll for exactly
this signature, and that admission is for lanes refused by SOMEONE ELSE'S
marginal row. This row is this branch's own, its crossing was forecast, and
rerolling it until it greens would be the absorbing arm under the name of the
lane funded to remove it.

TWO DEFECTS, ONE SHAPE, BOTH IN gunbc.self_host_compile_phase_frontier.

(1) THE SET DIFFERENCES RE-FLATTENED PER ELEMENT. board_added_identities and
board_removed_identities wrote `board_all_identities(board: other)` INSIDE the
filter predicate, so a flat_map over every row of one board ran once per
identity of the other -- O(|current| x |previous|) flattens where one flatten
per side suffices. The inner list is now bound once.

(2) THE PARAMETER WAS WIDER THAN THE BODY -- SECOND INSTANCE ON THIS BRANCH,
and the first one is what settled the #10068 collision. newly_exposed_identity_admitted
took `previous: RustcPhaseBoard` and `current: RustcPhaseBoard` and never
looked at a board: it used each for the flattened identity list and for
.furthest_phase_reached, nothing else. Its caller invokes it ONCE PER ADDED
IDENTITY through `added |> filter(...)`, and a second caller through
`all(ids, ...)`, so both boards were re-flattened per element, twice over,
while the flattened lists are constant across the whole call. Taking the
identity list and the phase lets each caller bind them once.

NARROWED RATHER THAN WIDENED, BOTH TIMES, AND THAT IS THE RESOLUTION RATHER
THAN A STYLE CHOICE: passing the board AND its flattened identities would put
two representations of one fact in one signature, which is the defect and not
the fix. The general form -- a parameter a body only funnels into a producer
puts the shared value one level INSIDE the parameter, where nothing can hoist
or share it -- is now twice-instanced in one module and is a class rather than
an anecdote.

DESIGN section 6's bare-minimum-cost rule fixes a proven cost shape regardless
of the realized n. This n is realized: these folds put their callers at 89-93%
of the floor's per-claim CPU ceiling.

MEASURED, NOT INFERRED, AND THE NEGATIVE IS ADMISSIBLE: the before is this
branch's own 448ms (run 33675891779) and 467ms (run 33683717936, where it
crossed); the after is the next run on this branch, joined at identity, with
the 72-row ambient control re-derived on the new pairing. If the row does not
move, the honest answer becomes a declared expected-over-budget row and this
lane reports that rather than attempting again.

…its only a leading block

The parse phase refused #10108's head at self_host_compile_phase_frontier.dag:986-987 --
two `//` lines sitting inside apply_regression_transition's body. §4c models annotation
capture at module-item grain only; a body-interior comment has no subject to attach to, so
accepting it would either fabricate an attachment or discard the text, and the compiler
refuses instead of choosing. All three witness-lane phases failed from that one cause
(namespace-wave-admission had no head index, the floor had no subject), so the run carried
no cost opinion at all -- this red is not the class the PR exists to remove.

The rationale survives the move rather than being reworded into something vague: the
leading block now states what the declaration does at its own grain -- both boards are
fixed for the transition, so flattening per added identity would be authored duplication
(DESIGN §2), not a recurrence a cache could discharge.

…hat refuses every row it was meant to admit (#10094)

* The cross-claim serve stops walking the value: two claims share one allocation

The floor's 500ms per-claim CPU line refuses two independent near-ceiling families,
and neither is refused for work it owns. Both are charged, once per claim, for
re-deriving a value that is identical across every claim that touches it:

  - test.claim.self_host_compile_phase_live_gate_witness -- 13 rows measuring
    445-467 cpu-ms on main run 33651429045 (required_floor_claim_cost.tsv), of which
latest_receipt() is 13 evaluations for 13 claims in that run's
    required_floor_cross_claim_demand.tsv, and gunbc.self_host_compile_phase_frontier
compile_phase_frontier_standing under it spans that module and
    test.claim.self_host_compile_phase_frontier_witness both.
  - the v2.test.emit.* / v2.test.execution.emit_host_* rows -- ~50 identities at or
above the attention constant gunbc.rung_drop floor_cost_contention_verdict
derives, all of them carrying a rust target-model re-derivation whose demand rows
(rust_target_model, rust_target_model_core_edges and friends, all in
v2.extdeps.languages.rust) report one evaluation per consuming claim.

Either family alone is enough to refuse a run, and what tips a row is the
position-dependent inflation that rung drop measures, not the row's own assertion.
The repair v2.workflow.required_floor names is to stop recomputing, never to raise
the line -- so the subject this commit changes is what a claim is CHARGED for.

v2.workflow.floor_pure_producer_share already exists to serve exactly these values
once per prepared run, and already names why the rust target models are OUT: serving
the value cost more than recomputing it, because every consuming frame re-walked the
whole portable value to rebuild its containers and re-sort every record. That row's
RE-ENROL TRIGGER names the capability -- "a serve that does not re-intern and re-sort
per consuming frame -- an interner-stable representation the tier can hand over
without walking the whole value". This is that capability.

The tier now retains the REIFIED VALUE rather than the portable form. Publication
still walks the value once: that walk is the TOTAL portability check
(ServeCacheValueNotPortable, named by path) and the byte-budget measurement, and
neither is weakened. But the conversion back happens ONCE, at publication, and every
later claim is handed an Rc clone. Nothing per-frame remains, because nothing in a
published value is frame-bound -- the portable shape admits no closure and no
evaluator-node reference, Symbol is a process-canonical &'static spelling identity,
and record field order sorts on that same process-global identity. A serve went from
O(size) to O(1), and the per-context hit cache that existed solely to amortize the
walk within one frame is deleted with it (DESIGN 4b(4), dissolution on climb).

THE EVIDENCE IS AN ALLOCATION-IDENTITY RED, not an equality one, and that is the
whole of why it discriminates: the served value was already equal under the walk, so
a structural assertion is green on both sides and proves nothing.
two_frames_are_served_the_same_allocation_rather_than_two_reconstructions asserts
Rc::ptr_eq across two consuming frames. Executed both ways: green as written, and
FAILED under a mutation that restores the reconstruction in the serve arm.

No roster row moves in this commit. The rows those two families need are the next
one, so this tree is the ABSENT arm of the present-vs-absent floor measurement the
roster's own admission criterion requires.

* Enrol the two families' shared producers: the present arm of the measurement

Run 33657893880 on this branch's previous head is the ABSENT arm, and it refused:
COMPLETED-OVER-COST-REQUIREMENT on
`v2.test.emit.rust_produced_decl_emit.rust_produced_decl_name_discriminates` at
cost=500ms EXACT against the 500ms line, with failed=0 and planned=executed=3487.
That is family B refusing a run on its own, from a row that measures 434 cpu-ms on
main run 33651429045 -- tipped by inflation, not by its own assertion, which is the
thing this PR exists to stop paying for.

FIVE ROWS, at the producers those two families share:

warm (nullary, preparation-forced, billed outside the fold)
    v2.extdeps.languages.rust.rust_target_model
    v2.extdeps.languages.rust.rust_target_model_staging
    v2.extdeps.languages.rust.rust_target_model_core_edges

claim-forced (carries the receipt series as an argument)
    gunbc.self_host_compile_phase_frontier.compile_phase_frontier_standing

compile_phase_frontier_standing is enrolled at the PRODUCTION declaration rather than
at the witness-local latest_receipt() that wraps it: the live-gate witness and
test.claim.self_host_compile_phase_frontier_witness both reach it, so a row keyed on
one witness's helper would serve only that witness and would die with its next edit.

ADMISSION IS THE MEASUREMENT, NOT THE IMPLEMENTATION CHANGE. This file's own criterion
is that a row is admitted only when its SERVE cost is below its recompute cost,
measured present-vs-absent -- and the previous head's zero-walk serve is a reason to
EXPECT that, never evidence that it holds. The two runs are this head and its parent,
compared on required_floor_claim_cost.tsv at the identities above. Any row that does
not win on that comparison comes back out before this merges.

* The enrolment receipt: both runs, and the normalised reading that admits the rows

Present arm 33661252708 is verdict=FloorClean with completed_over_cost_requirement=0
and planned=executed=3489, against absent arm 33657893880's FloorRefused at
completed_over_cost_requirement=1 on the emit row -- same tree, one roster edit apart.

THE ABSOLUTE DELTA IS NOT THE EVIDENCE AND THIS RECEIPT SAYS SO. The two runs did not
get the same runner: rows in NO consumer module of these keys fell about a fifth
between them, so a raw before/after would have credited the runner with most of the
improvement. Joined at identity grain against that control -- consumer sets read from
the present run's own [floor-shared-fill] modules= field, which NAMES the modules
rather than counting them -- the target-model consumers improve by about a sixth
beyond the control and the frontier consumers by more than half. That is what admits
the rows; the ledger's measured sharing (75/58/8/22 consumer claims) is the other
half of this file's criterion.

The four rows are three warm and one claim-forced; the previous commit's message said
"FIVE ROWS" over a list of four, which is wrong and is corrected here.

* Withdraw two of the three rust target-model rows: the measurement refused them

The zero-walk serve made re-enrolment TESTABLE. It did not decide it, and reading
"the serve is cheaper now" as admission would have been wrong -- which is exactly why
this file's criterion is a measured present-vs-absent receipt and not an inference.

MEASURED ON THREE RUNS, normalised by each run's own corpus total so the runner
movement between them (main/absent ~26% slower than the two present runs) does not
get credited to the change:

  rust_target_model_staging consumers 15401 / 15239 / 13375 / 13035 KEPT
  rust_target_model consumers 22121 / 23859 / 23087 / 25235 WITHDRAWN
  rust_target_model_core_edges cons. 2821 / 2807 / 3006 / 2852 WITHDRAWN
  produced_decl cluster (6 rows) 2356 / 2446 / 3180 / 3191 the reason
                                        main absent present present

rust_target_model shows no improvement over its consumer set and a ~30% normalised
REGRESSION on the v2.test.emit.produced_decl_two_target and
v2.test.emit.rust_produced_decl_emit cluster, repeated on both present runs. That
cluster is where the rows nearest the 500ms ceiling live -- run 33664119594 refused on
produced_decl_module_folds_declarations_in_order at cost=502ms EXACT -- so an
aggregate win that pushes the top rows over the line is a LOSS on this roster's whole
subject. core_edges neither costs nor saves over four modules, which is cache
population, and this file already refuses that.

SO #9721's FINDING STANDS UP AGAIN ON THE FAR SIDE OF ITS OWN TRIGGER: the walk was
not the whole cost of serving that value. The capability is discharged and executed;
these two rows stay out on a MEASURED refusal against the CURRENT serve rather than
against the old one, and their next trigger needs the remaining cause named first. A
candidate is recorded in the carrier and labelled as a candidate: a served value is an
Rc every consumer shares, so a path that would have mutated a freshly recomputed value
in place copies instead.

Claude-Session: https://claude.ai/code/session_01QWLoiyrKq3zNTiDNtrs9gC

* Withdraw the last rust target-model row: staging inherited the regression it looked clean of

A FOURTH RUN CHANGED THE VERDICT ON A ROW THAT HAD ALREADY SURVIVED THREE. With
rust_target_model withdrawn, rust_target_model_staging inherited its consumer set --
58 claims across 17 modules became 133 across 44, the produced-decl cluster among them
-- and the cluster's regression came with it, smaller and in the same direction. Its
17-module consumer set had improved about an eighth, which is exactly the family total
that made it look admissible.

Normalised against the rows in NO consumer module of any enrolled key (the population
the change cannot reach; the runner moved 17% between runs of one tree, so a corpus
total is not a control either -- it is dragged by the families being measured):

  produced_decl_module_folds_declarations_in_order 400 | 410 | 552 | 587 | 471
                                                    main absent ---present--- staging-only

THE CEILING IS PER CLAIM. A family total that improves while the six rows nearest the
line get worse is a loss on this roster's subject, and those six sit within one runner
swing of 500. Trading them for an aggregate is the trade this file must not make.

SO ALL THREE RUST CANDIDATES ARE OUT, AND THE NEGATIVE RESULT IS THE FINDING: serving
a rust TargetModel across claim frames costs its produced-decl consumers MORE than
recomputing it, and the per-frame WALK WAS NOT THE CAUSE -- #9721's conclusion survives
its own re-enrol trigger being discharged. The carrier records that, names the one
candidate cause it has (a served value is an Rc every consumer shares, so a path that
would have mutated a freshly recomputed value in place copies instead) as a candidate
rather than a finding, and states the next trigger at the grain that refused them: a
measured serve-below-recompute on the produced-decl consumers specifically, never on
their family total.

WHAT THIS PR LANDS, then: the zero-walk serve capability with its allocation-identity
RED, and ONE roster row -- compile_phase_frontier_standing, which takes the 13-row
test.claim.self_host_compile_phase_live_gate_witness family from 445-467 cpu-ms to
about 73 and holds at ~58% below control on three present runs. Family A is fixed.
Family B is not, and is now CHARACTERISED instead: its charge cannot be moved by this
mechanism, and the roster says why rather than leaving the next reader to re-propose
the same three rows on their sharing numbers.

* Name the run that shows the withdrawal worked, not only that the rows are gone

A withdrawal receipt that stops at "the rows are no longer enrolled" asserts that
removing them helped. Two further runs measure it: 33667640710 with
rust_target_model_staging alone -- the state in which that row inherited the wider
consumer set -- and 33671317370 with none of the three, where the produced-decl cluster
returns to its absent-arm value on the same normalised basis (2356 main / 2465 absent /
2831 and 2907 with the rust rows in / 2741 staging-only / 2386 with none) and the floor
reports verdict=FloorClean. The frontier family holds at ~56% below control across all
three present runs, so the row that stays is unaffected by the three that left.

* Withdraw the frontier row too: one fact, one row, at the declaration that makes it cheap

Claude-Session: https://claude.ai/code/session_01QWLoiyrKq3zNTiDNtrs9gC

* Withdraw my own candidate cause: there is no in-place Value mutation for sharing to defeat

I proposed copy-on-write as the reason serving a rust TargetModel costs its
produced-decl consumers more than recomputing it -- a served value is an Rc every
consumer shares, so a path that would have mutated a freshly recomputed value in place
would copy instead. It requires an in-place mutation path over Value and THERE IS NONE.
The seed's only Rc::make_mut in v1_compiler.v1_interpreter is inside a test fixture
builder over Node; the v1_compiler.v1_rt occurrences are the EMITTED runtime that
compiled .dag code calls, which no interpreter serve reaches. Interpreter Value
operations rebuild rather than mutate, so sharing defeats nothing there.

The candidate predicted that only MUTATING consumers would regress -- vivid-ibex-751
named that prediction as the thing that would separate it from every whole-value-cost
explanation -- and testing it is what refuted it. The carrier now says the remaining
cost is UNIDENTIFIED and records the withdrawn candidate so the next reader does not
re-raise it, rather than carrying a plausible story that would spend their time before
it spent anyone's doubt.

AND THE REGRESSION'S BASE IS NOW CROSS-TREE RATHER THAN ONE OBSERVATION. The same six
identities were independently joined on two further main runs by the FLOOR-COST-500MS
lane (33664853305 and 33664768371, both attempt 1, both green): every member moved
together by 1.09-1.13 between them while the within-module spread stayed near 1.17. Four
main-ish trees put the cluster's level inside one narrow band and the present arms sit
half again above it, which is a stronger statement than any single main run supports.

main landed a strictly stronger repair of the same defect in the same fold: an
identity-keyed membership index (board_identity_index / identity_membership_index) plus a
disposition pre-filter that stops the cause derivation being demanded at all -- the second
being a fact about this substrate I did not have, that `&&` evaluates BOTH operands, so a
cheap guard conjoined ahead of an expensive derivation narrows the result without guarding
the evaluation. My hoist bound the flatten once and left the comparison quadratic; theirs
removes the product. Keeping mine beside it would be a second authority over one fact, and
keeping mine instead of it would be the weaker of the two, so this merge takes main's whole
region -- including reverting my narrowing of newly_exposed_identity_admitted, whose
motivation was the per-element re-flatten that no longer happens.

Claim 4 of this PR is therefore WITHDRAWN rather than merged, and the ~448ms payer's
remaining cost is now a question about main's tree and not about this branch.

What survives here is the other three claims, unchanged and independent of that region:
the nullary current_compile_phase_frontier_standing accessor (DESIGN section 3, five call
sites re-spelling one join), live_tree_frontier_verdict taking the STANDING rather than the
series so its callers can reach the shared value at all, and the warm roster row with its
measured present-vs-absent receipt.

…10133 moved

The roster admits a row on MEASURED serve below MEASURED recompute. My present-vs-absent
pair (33669782300 / 33672356296) measured the recompute side against the pre-#10133
producer, and #10133 made exactly that recompute cheaper -- so the margin the receipt
establishes is an upper bound on the margin that exists now. The measurement is not wrong;
its subject moved.

The argument for landing it anyway was that the serve side is nullary with an empty
argument row and is therefore unlikely to have crossed. That inference is the one this
roster exists to refuse: gunbc#10094 withdrew three rows enrolled on exactly that reasoning
after all three were plausible and all three were wrong on measurement. A roster whose
discipline is measured-not-inferred cannot admit its next row on a structural argument
about which side sits near the floor. Ruling by bright-ram-778, holding me to this file's
own rule rather than a new one.

So floor_pure_producer_share.dag returns to main untouched, and the accessor's comment now
says plainly that being preparation-forceable is a property of the declaration and NOT a
claim that a row exists -- an unlanded citation is indistinguishable at the citing end. It
also records that the census figures beside it predate #10133.

What remains is claims 1 and 2, whose correctness never depended on a cost result.

…ty loss, and one sibling has already retired

DESIGN §4b(3): a drop is retired BY ITS TRIGGER AND BY NOTHING ELSE, and a trigger naming
less than the capability it restores will be satisfied while the capability stays dead.
gunbc.rung_drop floor_cut has that defect live.

Its own WHAT THAT COSTS clause names three measurements no CI run takes -- regen
DETERMINISM, behavioural equivalence of a changed authority against its committed mirror,
and the receipt machinery's own discriminating arms. Its restoration trigger, itself
REPLACED on 2026-09-01 for a grain mismatch, says the row retires when five named siblings
retire, by that and by nothing else. Not one of those five is any of the three:
floor_cut_heal, floor_cut_effect_gates, floor_cut_fmt_gate,
floor_cut_merge_admission_stamping, floor_cut_falsifier_cadence. A plural loss with a
trigger that does not span it -- the review tell that section names -- surviving a repair
authored against that exact tell.

It is not hypothetical. floor_cut_heal RETIRED on #10118, so the trigger is already
one-fifth discharged while all three losses stay dead; on the four-sibling path that
remains, floor_cut retires and takes three undeclared-dead guarantees with it, with no row
standing over them and no trigger left to fire.

So the same repair the row chose for itself, applied to what it missed: three sibling rows
at capability grain, and the trigger widened from five to eight. Each carries previous
rung, temporary rung, reason, bounded population, and a trigger naming a CAPABILITY with an
explicit clause saying what does NOT discharge it -- because for two of these the obvious
artifact is insufficient. Restoring --required-regen-fixed-point's invocation does not
establish determinism refusal; and enrolling behavioral_differential restores ONE AXIS,
since generate_receipt_driver emits a Rust main and the differential runs it against two
COMPILED RUST builds, so an evaluation-strategy divergence between the .dag evaluator and
its Rust realization is invisible to both arms.

The failure-mode ledger gets a receipt rather than a new name: this is a seventh form of
check_subject_narrower_than_its_declared_claim, and the first where the narrowing is an
AXIS of the comparison rather than a range of inputs -- so it is invisible even over a
complete corpus, and the usual tell (a green over an unchecked population) is unavailable
because the instrument is green for a reason no input can change.

One neighbour is checked and excluded in that receipt so nobody re-derives it:
v2.compiler.emit_host run_test_claim_emit_vs_eval IS enrolled on the required floor and
DOES pair an executed emitted answer with an interpreted one -- but it evaluates
expected_eval_root while host-running the emitted claim_input_root, two different roots, so
it is an ORACLE comparison and the interpreter never evaluates the expression the target
runs. My own first draft claimed no required phase does this at all; that was refuted by
the very rows that refused #10108, and the receipt records it as an instance of its own
class -- a closed population enumerated correctly, then an unchecked assertion about what
its members execute.

Both docs/ projections are REGENERATED from the authorities via tools.generated_artifact_gate
main_wet_one on a gunbc built from source, not hand-edited.

No repair is attempted here. Every row states a gap at its honest rung.

* Two receipts on instrument_output_read_as_subject_content, sharing one regen: the status axis measured, and calm-boar-314's margin misread

Both are APPENDS to an existing row, not new names. calm-boar-314 caught that my finding was
already receipt (1) of that row's 2026-09-01 block -- "the pipeline exits with TAIL's status,
so it is zero whatever the compiler said" -- so filing a status-axis specimen beside it would
have forked the authority inside the file that rosters that failure.

WHAT IS ACTUALLY NEW ON RECEIPT (1) IS EVIDENCE. It was true and it was prose. The
discriminating pair, one line apart on one command: `| tail -2` reports rc=0 with
PIPESTATUS[0]=101; unpiped reports rc=101. A positive control and a red on a fixed subject,
so the mechanism is established by execution rather than by description.

AND AN EXONERATION THE ROW DID NOT CARRY. On the strength of the piped reading I reported
ctrl-build to a manager as a fleet-wide false-green generator, and it was one message from
being filed as a defect against a shared tool. The unpiped control clears it: the wrapper
reports the compile's status correctly and always did. This is the first receipt here where a
named component was accused and then cleared, and the clearing is recorded beside the
accusation because fabricated debt against a blameless component sends every other lane
hunting in the wrong place, and a clearing that lives only in a chat thread never reaches
them. The misattribution survived a written note of this exact fact; what stopped it was being
asked to FILE the row, because a row must name its distinguishing fact and that is the one
field that cannot be filled without measuring.

The fifth receipt is calm-boar-314's, landed verbatim under their attribution: the floor log
prints cpu_at_least beside a sentence stating that figure is a property of the BUDGET and must
not be compared with it, and three such figures were transcribed into margins anyway --
percentages computed against a sentence forbidding that comparison, on the same line as the
figures. Second hit on the same artifact by the same reader.

THE CO-SIGNED CLAIM IS DELIBERATELY THE NARROW ONE, and the narrowing is calm-boar's against
my case rather than theirs: two lanes, one hour, unrelated subjects, both reading a status or a
figure as a fact about a subject the instrument was not reporting on -- and in the ONE case
where a guard rail was printed in band, it did not hold. The strong form (both read past an
in-band guard rail) is false of mine, where `tail` had already discarded every contradicting
line: the guard rail was absent, not ignored. This row already keeps consumer-authored and
producer-declared truncation apart, and the claim is written so it does not need the weaker
case to be stronger than it was.

Sharing this PR's regen window rather than taking a third cycle on
docs/design-failure-modes.md, which calm-boar has already been through six times tonight
(bright-ram-778's ordering). The projections are NOT regenerated in this commit -- they are
held for that window and land in one pass with the floor_cut projection.

* chore: regenerate drifted generated artifacts (ci auto-heal)

* Name the property the regen phase actually has, and split two orthogonal relations that one row had fused

Both defects are bright-ram-778's on gunbc#10154 at head c61d101, and both
are carried in-row rather than silently rewritten.

REGEN. The row claimed an emitter wrong the same way twice passes the phase
that runs and fails the absent one. False, and false in the direction that
inflates the missing capability: two generations of the same wrong bytes W
agree, so the second-generation comparison passes exactly as the one-shot does.
A repeatability comparison detects a GENERATION DISAGREEMENT and never
deterministic semantic wrongness. Renamed to
floor_cut_regen_second_generation_agreement and narrowed to that subject; the
fixture is required to produce generation_1 != generation_2 under the exact
execution model the restored phase uses, and the row states that one such red
establishes the class it exercises rather than rejecting every nondeterministic
emitter. The history line is corrected too: three capabilities were lost, and
second-generation agreement is not itself a behavioral-receipt target.

BEHAVIOUR. One row carried two relations. R compares a target as committed
against the same target as freshly emitted; F compares one expression evaluated
by the .dag authority against the emitted target running it. The counterexample
runs both ways -- an intended authority change makes R diverge while F holds,
and a shared evaluation-strategy bug makes R agree while F diverges -- so F's
trigger cannot restore R. Split into
floor_cut_behavioural_regression_differential, which is R and stays one of
floor_cut's EIGHT siblings, and authority_target_same_expression_equivalence,
which is F, carries PREVIOUS RUNG NOT ESTABLISHED, is explicitly not a 4b(3)
drop and explicitly does not gate floor_cut. F also states how it differs from
gunbc.recurring_failure_mode realization_arms_diverge_on_whether_the_program_refuses,
whose trigger is construction, where F's is the executed detection of the
residue -- section 5's ordering, so neither retires the other.

Also removed: the claim that behavioral_differential never compiles the
candidate. That sentence describes what the current required composition omits;
the instrument installs the candidate, rebuilds and runs it. R is an enrolment
row and nothing else.

* State the crossing between sibling B and the failure-mode row with a specimen on each side

bright-ram-778's ruling on gunbc#10154: B stands as its own row, and the ground
for it is not the one I gave. A difference in trigger MECHANISM between two rows
with one subject would still be one concept twice. The deciding test is the
SUBJECTS, and they cross.

In B and not in the failure-mode row: the evaluation-order specimen where
nothing refuses. .dag evaluates both operands of && and emitted Rust
short-circuits, so where the right operand is total the two arms agree on every
answer and differ only in what ran. No refusal fires, so there is no refusal
divergence for that row to see and every result-comparison oracle is green
through it.

In the failure-mode row and not in B: a divergence between two realization arms
neither of which is the authority -- two emission targets disagreeing on whether
the program refuses is not an authority-versus-target relation at all.

Neither contains the other, so the question a reader actually has is which row
owns a given specimen, and only a specimen on each side answers it. The
construction-versus-detection argument and 4b(4)'s dissolution clause are kept
but demoted to what they are: true, and not load-bearing. If a later
construction makes the crossing disappear, that is a real section 3
consolidation, on evidence, then.

* Move the non-drop out of the drop carrier: it is a GuaranteeStall, not a RungDrop

codex review 59064 on gunbc#10154, and the objection is right in the way that
matters. authority_target_same_expression_equivalence declared PREVIOUS RUNG NOT
ESTABLISHED and then sat in rung_drop_roster, so the generated declared-drop
ledger reported a newly discovered gap as a regression. A row that denies the
meaning of the carrier it sits in is a meaning fork, not a caveat, and it is
4b(1) rung inflation pointed at the compiler's own self-description.

The honest carrier already exists and is what 4b(2) describes: gunbc.guarantee_rung_drop
GuaranteeStall, a class below its ceiling naming its next-rung trigger, with no
rung loss required. Refiled as authority_target_same_expression_equivalence_stall
-- current OutsideTheLadder, ceiling MechanicallyPreventable because this row
owns DETECTION and construction belongs to the failure-mode row, blocker
ClimbableButUnbuilt because gunbc#10139 already executed the fixture, population
UncountedNotEnumerable with the survivorship reason stated rather than a member
list implying a small closed set.

It is a better home than a disclaimer would have been: all_guarantee_stalls has
executing consumers -- every_live_stall_is_below_its_ceiling and
every_live_stall_names_a_next_rung_trigger -- so the row is now checked by
something, which the prose row never was.

bright-ram-778's ruling that this is its own concept is unaffected: the crossing
with realization_arms_diverge_on_whether_the_program_refuses, with a specimen on
each side, moves with the row into its annotation. What changed is the carrier,
not the claim. floor_cut still names EIGHT siblings and this is not one of them.
