do not merge: make SR dev extension that highlights CODE and DEV

(10% time project, this won't need to be merged until it can be more useful, but it's good to get some comments at this stage.)

This is a SR devs chrome plugin that should make life a bit easier.

Initially it just puts a loud banner on dev and code so that we have less chance of confusion when we have a lot of tabs open.

If we think it's useful I'm not sure the process, the web store has a review process and I'm not sure if a guardian specific plugin would get in. Otherwise we can "load unpacked" and just refresh it manually:

Future possible improvements

• click a button to create one tab group for each of DEV/CODE/PROD and collect relevant tabs accordingly (not sure how we would deal with zuora/SF tabs, as all 3 can use sandbox)
• quick navigate from the thank you page through to zuora/salesforce/braze/identity for that user
• one click test user mode and form prefill (there used to be something similar in the old subscribe site)
• shared bookmarks to get to various tools easily
• easy switch between code/prod
• etc. your idea here
