Frontend: Make the form for app alert

• Using the components as a base, abstract where relevant, build an app alert form and page
• Only a "headline" (aka: message) is needed on this component - no "preview" here
• open modal when "Send" is clicked
• "title" is determined from the alert type such as breaking news
• dont connect to the backend for editions/types in this ticket - it will be handled separately

Requirements for letter limits:
