Decompression limit with ratio doesn't work with empty response messages

We have a ratio based decompression limit. In some requests we ask the server to return a collection of messages. When the collection is empty we get the following GRPC.GRPCError.DecompressionLimitExceeded:

Decompression limit exceeded with 0 compressed bytes
  - compressedSize : 0

@glbrntt That was fast! I also made some changes in our server code. It doesn’t make sense to compress small responses. Thank you!
