Add design tokens alpha

What does this PR do?

Merges "alpha" design tokens work in master. This includes:

• design-tokens/ - houses all design token source files and scripts
• design-tokens-manger/ - houses app for internal management of tokens (currently just docs of tokens/tree visualizer)
• sandbox/ - apps consuming tokens

TO DO:

• Prior to merge, Github actions flows should be adjusted to respond to any PRs that merge into "master" and affect design-tokens/ directory

• Small, medium, and large screen sizes
• Cross-browsers (FireFox, Chrome, and Safari)

• All hyperlinks route properly

• Screen reader experience
• Run WAVE accessibility plugin (Chrome)

Code Quality Checks

• Console is free of warnings and errors
• Passes E2E commit checks
• Visual snapshots are reasonable
