I see the original PR to master was tagged as no-changelog, however this change alters functional behavior that customers might want to know about. Specifically, the customer referenced in the PR description would probably like to see an entry in the changelog. As such can you please add a changelog to this PR, the other backports, and the original PR as well. |

Customer is seeing intermittent LDAP dial timeouts, so we're increasing the timeout to account for this.
Backport #60354 to branch/v18
