Implements SCIM token rotation for AWS IC, both to be generally useful and as
an example of how to use the Update Creds API for other plugins.
Usage: `$ tctl plugins update-creds awsic ${TOKEN} `
Addresses: #55662
Backports: #57691
Changelog: Added the ability to update the AWS Identity Center SCIM token in tctl
