Now that Go 1.25 has been released, Go 1.23.12 is EOL, and as such has been replaced with the latest Go 1.24 release.
Depends on gravitational/teleport.e#6006. Now that we are compliant, the ignore rule was removed from the golangci-lint config to prevent future regressions.

This also includes a backport of #51812 and updates e to include https://github.com/gravitational/teleport.e/pull/7054 and https://github.com/gravitational/teleport.e/pull/7055 so that the linter passes in both repositories.
