TestOverwritePromptwas broken by #55017, which made the test prompt for touch while swallowing the prompts. Rather than making it require interactive touch, I changed the test to use PIN policy.TestPINCachingwas broken from when it was merged in #54614, due to some final additions to the test with the error checks inverted.
