Similar to #48973 - adds the ability to provide static JWKS for the GitLab join method when the Auth Server is unable to reach the GitLab instance (e.g Teleport Cloud).

static_jwksfield to the GitLab join method configuration to support cases where Teleport Auth Service cannot reach the GitLab instance.
