This is not a direct backport of #51896 since branch/v16 uses the legacy aws sdk, but it does enable the same functionality.

changelog: Add support for using DynamoDB Streams FIPS endpoints.

DynamoDB Streams recently gained support for FIPS endpoints,
https://aws.amazon.com/about-aws/whats-new/2024/12/amazon-dynamodb-fips-140-3-interface-vpc-streams/,
as such when FIPS endpoints would be selected for the DynamoDB
API they are now also selected for the DynamoDB Streams API.
