Partially backport #45473 to branch/v16.
Migrate from segmentio/parquet-go to parquet-go/parquet-go in preparation for a future toolchain update to Go 1.23. This puts the dependency in parity with master/v17.
The google.golang.org/protobuf update (and subsequent proto regen) is a knock-on effect of the parquet update.
