This commit:

• Removes telescope and tscopectl and merges it into teleport as teleport proxy
• Allows fully static configuration of user CA and host CA
• Adds fully static configuration of trusted user authorities and host authorities

This is a mega huge commit mostly because it removes redundant asset files for old control panel. All the logic is happening here:
