Backport #34205
Not a clean backport (but mostly clean, just had to move something around/fix test/add an export) as it looks like some changes to
auth_with_rolesandunified_resourcesnever got backported so I've added what I need there. (I will check back on some other people's PRs to see what else is missing and try to backport after this).
