This commit refactors some of the ExternalCloudAudit code to facilitate the linked teleport.e PR which adds endpoints to generate a new ExternalCloudAudit configures and a one-off teleport script for bootstrapping the required resources and configuring IAM permissions. note to self: fix e ref before merging
