Adds the value of
TELEPORT_EXT_UPGRADERto the upstream hello of all teleport agents. This will be needed in the future when implementing #24865. Significant details of that proposal are still TBD, but this will likely be the only agent-side change required, so it's best to get it into v13 sooner rather than later.
