This HA deployment guide is distinct from existing examples in the following ways: - The architecture creates a single cluster across multiple regions. - Route 53 latency-based routing is used to create GSLB resource routing to proxies - Proxy peering is used to reduce the number of resource connections throughout the cluster
This commit adds DNS configuration changes necessary for latency based routing.

This guide gives a high-level overview of deploying a single cluster available across multiple regions without using trusted clusters.
This architecture uses AWS Route53 Latency Routing to create Global Server Load Balancing for multi-region single cluster deployments. It also uses Proxy Peering to restrict the number of connections necessary to facilitate this Teleport Cluster architecture.
