This PR fixes an issue introduced by #17597 where the branch major version number ended up not getting update for the last couple major versions. This PR updates to docs to reflect the required post-release changes, and simplifies the changes to only one number.
Note that there is a large number of line changes, but almost all the changes are a single number ("11" to "13" and similar)
