After #793 , the tests on Drone master builds broke, because dependency subdirectories may not be writable. This utilizes gravitational/teleport#23773 to specify a download path for Teleport explicitly.
RUNNER_TEMPis a GitHub Actions variable, however it is easier to define it rather than add a new one, and I imagine we'll be moving more stuff into GHA as time goes on.Test build: https://drone.platform.teleport.sh/gravitational/teleport-plugins/2391/2/3
