fix(lokitool): Update ruler path and enable alternative TLS env variables

What this PR does / why we need it:

• It enables lokitool to use the alternative env vars suggested on the command help for TLS configuration
• It fixes lokitool to use /loki/api/v1/rules for ruler API instead of /api/v1/rules
