What this PR does: This PR replaces
CortexRulerFailedEvaluationsalert with two new alerts:CortexRulerTooManyFailedPushesandCortexRulerTooManyFailedQueries. Note that second alert is only marked as "warning" for now, until cortexproject/cortex#4333 is fixed.This PR also adds playbooks for these two alerts.
