Successful error code returned with `--fail-if-not-fully-cacheable` when performance characteristics are unavailable

Currently, the scripts will return a successful error code if the performance characteristics are unavailable (e.g. due to failed or timed out API calls) and when `--fail-if-not-fully-cacheable` is used. This creates a potentially false positive result.
