AUT-3365 - Deploy Cloudfront distribution for SP build account

What

1. Changes to cloudformation directory structure, separating waf, domains and frontend templates
2. Cloudfront WAF ported from ci/terraform/waf.tf to Cloudformation template
3. Frontend configurations to include Origin and CloudFront A records
4. Frontend task definition updated to read secrets and parameters from /deploy/Environment/ locations
