Adds a configuration file for the markdown-link-check action. The config enables retries to handle 429 responses and treats 403 (along with other status codes) as alive. This should reduce false failures caused by 429/403 responses during link checking. Together with #4133, this should fully fix the failing markdown-link-check action.

This replaces the yuzu link in Introducing broad C/C++ vulnerability management support with an archived version, since the original repository is no longer available. The example steps have also been updated to reflect the current flow verified locally.
This should fix a
404reported by the markdown-link-check action.There's still
429/403issues but those can be fixed in a separate PR.
