Currently, most time in CMake builds is spent fetching and building dependencies. Since these artifacts shouldn't differ much between builds, let's cache them. PiperOrigin-RevId: 696537172

Cache CMake dependencies
Currently, most time in CMake builds is spent fetching and building
dependencies. Since these artifacts shouldn't differ much between builds,
let's cache them.
