Dp-accounting specifies exact minor versions in the requirements file. These sometimes become incompatible with other libraries optax needs. To prevent this from causing problems in the github testing pipeline we now install the dependencies for dp-accounting manually using minimum requirements. PiperOrigin-RevId: 461629933
