Windows 10.0.22631 - Vulkan (Forward+) - dedicated NVIDIA GeForce RTX 2070 SUPER (NVIDIA; 32.0.15.6070) - AMD Ryzen 7 5700X 8-Core Processor (16 Threads)

Issue description

Provided is a video of the Project Manager, but the same issue happens with the Editor as well.
When the window is unfocused, and you go to drag the window - via the title bar, the window will not drag.

Steps to reproduce

  • Open Godot.
  • Un-focus the window.
  • Attempt to drag the window via the title bar.

Tested with the project manager in versions I have installed.
Reproduced on:
