Inline comments show up on wrong line if force push occurs before submitting comment #21113

I was reviewing a pull request and posted a comment inline in the code. Between the time I opened the page for the pull request and submitted the comment, the PR author force pushed. The comment was posted on the wrong line, which led to a confused response. It would have been helpful if Gitea warned me that the code had changed before letting me submit the comment.
