Description
Remove support for compute 3.0 devices.
Motivation and Context
Compute 3.0 is seven years old at this point, so there is no reason to further support these devices. By removing support for compute 3.0, we can rely on
__ldgin place of texture fetches everywhere. This simplifies the GPU kernels, especially the driver functions that call them.Resolves: #330
