refactor: more pill css changes

Some further changes are sleeping on #1177

Changes

• update tailwind css classes
• shrink pills to xss (via custom tailwind font size)
• allow pills to flex wrap to new line if too long
• change updated datetime to use strict formatting (removes the about prefix and is more precise) - saves some horizontal space.
• truncate long repo names or notification titles

Exaggerated example (i locally duplicated the linked issues pills to demonstrate)

In a separate PR I'll raise a new setting to allow users to toggle off pills all together
