Gemini CLI runs directly on the host runner (not in a Docker container), so MCP server URLs using host.docker.internal are unreachable on Linux — causing all MCP tools (github, safeoutputs) to fail silently.

Root cause

MCP_GATEWAY_DOMAIN is set to host.docker.internal for container-based engines (Claude/AWF sandbox). The Gemini converter scripts blindly reused this value when writing .gemini/settings.json, producing unreachable URLs.

Changes

mcp_setup_generator.go — Export MCP_GATEWAY_HOST_DOMAIN="localhost" alongside MCP_GATEWAY_DOMAIN. The gateway already binds to 0.0.0.0, so localhost always works from the host.
convert_gateway_config_gemini.cjs — Use MCP_GATEWAY_HOST_DOMAIN (fallback: "localhost") instead of MCP_GATEWAY_DOMAIN when building the urlPrefix for settings.json.
convert_gateway_config_gemini.sh — Same: use MCP_GATEWAY_HOST_DOMAIN for URL_PREFIX.
Lock files / golden tests — Regenerated via make recompile.

MCP_GATEWAY_DOMAIN is preserved for container-side consumers (Claude, gateway Docker command). The new MCP_GATEWAY_HOST_DOMAIN is the explicit host-side counterpart.

Go (mcp_setup_generator.go): MCP_GATEWAY_HOST_DOMAIN is now derived from the configured domain — uses localhost when domain is host.docker.internal (container-only), otherwise inherits the configured value. This handles custom domains and sandbox-disabled configurations correctly.
CJS doc: MCP_GATEWAY_DOMAIN is correctly listed as Required (it's still consumed by loadGatewayContext); MCP_GATEWAY_HOST_DOMAIN is listed as a separate Required variable. Removed the misleading "not used for Gemini" note.
Shell script: MCP_GATEWAY_HOST_DOMAIN moved to an Optional section with a note that it defaults to localhost.
