Not using load_instruction tool when following MCP guide and saving file to local repository

I am following the MCP guide provided in the video at link https://developer.microsoft.com/blog/announcing-awesome-copilot-mcp-server. I get the list of prompts, instructions and chatmodes, but when asking to save, it does not use load_instruction tool and instead creates the .md file with just the description.
