Currently the source tar.gz distribution hosted on PYPI it's 1.8 MB because it includes all files on GIT, including png / jpg images which are the biggest files. We should play with MANIFEST.in file in order to include only the files which are strictly necessary in order to install psutil from sources from PYPI.
