This PR superseeds #1372 and uses
PROCESS_QUERY_LIMITED_INFORMATIONinstead ofPROCESS_QUERY_INFORMATIONas an argument/access-right forOpenProcessfunction on Windows. This lets us query information for more system processes (!= than user processes) resulting in lessAccessDeniedexceptions being thrown.
