macOS: change to focus behavior for quick terminal in 1.1.0

Porting this over from a Discord post...

Reproduction Steps

1. Add keybind for toggling quick terminal globally (e.g. keybind = global:shift+super+t=toggle_quick_terminal)
2. Restart Ghostty
3. Shift app focus to a new app (e.g. Chrome, Firefox, Finder, QuickTime)
4. Toggle Quick Terminal
5. Observe current app focus (varies between v1.0.0 & v1.1.0)

Expected & Actual Behavior

In versions prior to 1.1.0:
When Ghostty is not the current focused app (Ghostty is not the app name in the system menu bar), toggling Ghostty's Quick Terminal would assume focus from the previous app (see recording below)

In version 1.1.0:
Expected: Ghostty will continue to assume focus when Quick Terminal is toggled if another app is currently focused.
Actual: When Ghostty is not the current focused app (Ghostty is not the app name in the system menu bar), toggling Ghostty's Quick Terminal no longer assumes focus from the previous app (see recording below)

Is the current 1.1.0 behavior with the Quick Terminal a result of changes in 1.1.0 that need additional configuration to be enabled, or a regression to the focus behavior of the Quick Terminal?

Neither, this is expected and desired behavior for us and we did so purposefully.

The window is now an unfocused panel. This allows the quick terminal to work properly above fullscreen and other virtual spaces (see quick-terminal-space-behavior).
