[suggestion] Update to latest ggml and specific repository

Thanks for this great job.

I have two suggestions:

1. Can you update Whisper.cpp GGML* files to latest files from LLAMA.cpp?
2. What do you think in put GGML* in a separated repository that can be use for Whisper and LLAMA? You can use fetch content to automatically download the specific commit to build both.

I can't use llama.cpp and whisper.cpp in the same project, because the ggml* files are not compatible.
