It looks like it was commented out from #26962.

I guess that originated from #20446 (reply in thread)

But now ROCm for Ubuntu exist at all as a result.

@ggerganov what do we do to bring this back?

We need to figure out why ccache does not work and how to fix it. Disabled for reason outlined in OP.

OK, let me look in a fork. I suspect it's ccache size is too small.
