HIP: Add gfx1152 to ubuntu-22-rocm matrix as and windows build matrix…

Overview

Added gfx1152 to the ubuntu and windows release matrix so that the hip compiled binaries are included.
This enabled gfx1152 on windows and linux.

Additional information

Opened in reference to ticket: #22263 to try to resolve it, but I don't have a machine to verify, but it was missing from the matrix.
