This still doesn't fix the --reasoning-preserve behavior unless we handle something like --no-reasoning-preserve to negate the default.

What do you mean? This maps drop_thinking to false when --reasoning-preserve is true (per the !enabled switch). Also yes, there is --no-reasoning-preserve.
