* Use `BufferSlice` in `StagingBelt::allocate()`. * Make `StagingBelt::allocate()` return just the slice.

Description
Simplifies the tuple returned by
StagingBelt::allocate()by returning aBufferSliceinstead of aBufferand offset.Testing
allocate()has no tests, but I tested that this API still works with my application.Checklist
