Does this refactor need to be in CL if there are no user-facing improvements?

imo it makes sense just in case these changes break something so we can quickly backtrack what was part of the release. I'll adjust it so the internal changes are collapsed by default like in Javascript

Updated it to be collapsed by default (same as in JS changelogs)
