We might want to think about this (from the upload-pages-artifcact release notes above) before merging:

Potentially breaking change: hidden files (specifically dotfiles) will not be included in the artifact

"The artifact" in our case is an archive file containing the contents of the pelican command's --output directory. I suppose static sites absolutely could want to include dotfiles in the output directory and expect those dotfiles to be deployed to GitHub Pages. So we may want to follow the release notes advice:
