Fix AutoMinorVersionUpgrade in rds cluster and list_tables in timestream

This PR takes care of the following items:

1. Adds support for AutoMinorVersionUpgrade property in rds cluster.
2. For timestream list_tables api, the databasename is optional. If the databasename is not supplied, then all timestream tables should be returned.
