The v1.0.1 release run's Update Scoop job was rejected by branch protection (fixed for future releases in #18, but re-runs pin the workflow snapshot at the tag commit, so the fix can't apply retroactively). This adds the manifest the job would have generated, using the windows-msvc SHA256 from the v1.0.1 release's SHA256SUMS.
