Achieve optimal POC plan by making hash superset satisfy partitioning (last test in sqllogictests)
We just need to decide how to expose this to upstream, see this issue: apache#19269
Also note that we see a non-parallelized aggregate on env and time_bin. I do not know if it is possible to eliminate this since we are not partitioned on env.
