[RFC FS-1065.1] Addendum to RFC FS-1065: 'T option ↔ 'T voption conversion functions

This addendum to RFC FS-1065 "ValueOption type and function parity" adds functions for converting between 'T option and 'T voption.

@T-Gro Re: dotnet/fsharp#17436 (comment), I made this a separate addendum so that it would be clear which FSharp.Core version it pertained to. We can link to the addendum from the original once the addendum is merged and put under /FSharp.Core-9.0/.
