fix: enable microsoft autohiding scrollbar extension

Description

Previously in the xy-cell-block mixin, the Microsoft autohiding scrollbar extension was not actually enabled.

I did not think it was major enough to open an issue but I will if it is desired for a fix such as this.

Enables a feature as intended.
