Implement order route for re-sending order confirmation mails

Add a route for implementing re-sending the order confirmation emails for completed and placed orders.

Handling it in the following way :

• Only Organiser / Co-organiser are allowed to resend the email
• Only completed and placed orders emails should be sent otherwise an error should be thrown
