Add agent/lib/src/runner.dart that runs task code from https://github.com/flutter/flutter/tree/master/dev/devicelab/bin/tasks.
Nuke the task code from this repo.
Nuke the run command in favor of https://github.com/flutter/flutter/blob/master/dev/devicelab/bin/run.dart.
Refactor ci.dart to use runner.dart instead of the old run command.
